PTA Board Member Information

We are currently accepting nominations for the CVE PTA Executive Board positions for the 2008-2009 school year.  If you'd like to serve on the PTA Board, or know of someone who would be an asset, please submit a nomination form by April 21, 2008

Below are general descriptions of each position.  The specifics of each position may change as the incoming President and Board see fit:

President:

The president is elected by the unit members to direct the affairs of the association in cooperation with the other members of the executive board or, where applicable, executive committee, ais defined in the unit bylaws. As presiding officer, the president does the following:

  • Determines the agenda in cooperation with the secretary;
  • Calls the meeting to order at the designated time and, if a quorum is present, proceeds with the business;
  • Maintains a fair and impartial position at all times and encourages members to participate;
  • Takes no part in any discussion while presiding, refrains from expressing a personal opinion on questions before the house, and avoids personal bias when giving information to the association;
  • Stands to preside and follows the accepted order of business;
  • Refers to self impersonally as "the chair;"
  • Decides all parliamentary questions. The president's decisions are subject to an appeal by any two members; a majority or tie vote sustains the decision of the chair. If the association has an official parliamentary adviser, the presiding officer may seek an opinion on any question of procedure, but it is the chair who rules.
  • States each motion clearly after it has been seconded before allowing discussion;
  • Declares the result of every vote taken;
  • Calls upon the vice president to preside when wishing to speak to a motion or to leave the chair. The president then has all the privileges of a member, addressing the officer temporarily presiding in the same manner as any other member, and returning to the chair only after the vote has been announced;
  • May vote when voting is by ballot. In other cases, may cast a vote to create or break a tie if the result is in the best interest of the association;
  • Recognizes a member who has not previously spoken to the question in preference to one who already has spoken.
  • As administrative officer, the president does the following:
    • Studies information and materials secured from predecessor;
    • Conducts meetings of the executive board to discuss and distribute material promptly to the appropriate officers and committee chairs;
    • Calls upon each chair to prepare a plan of work. These plans are presented at a meeting of the executive board in advance of the first regular association meeting. They should be thoroughly discussed and, if found acceptable, approved;
    • Delegates certain administrative duties to the vice president;
    • Serves ex officio on all committees, if the bylaws so provide. The exception to this is the nominating committee; the president should not seek to influence the nominating process in any way;
    • Calls for required reports at specified times and in accordance with specified procedures;
    • Consults with officers and chairs before each meeting to ensure the details of the meeting are ready as planned;
    • Represents the PTA at necessary meetings;
    • Signs all orders and vouchers if so specified in the bylaws.

 

Vice Presicent -- Finance:

The Vice President of Finance acts as an aide to the president; shall in his/her designated order perform the duties of president in the absence or inability of that officer to serve. S/he shall be responsible for overseeing the financial/fund raising activities of the PTA, including:

  • providing the corresponding secretary with the information necessary to maintain a timeline and calendar of events;
  • being equally responsible, along with the Treasurer, for preparing and filing all necessary tax forms;
  • having the accounts examined at the close of the fiscal year and upon change of Treasurer by an auditor or an auditing committee of not less than three persons, who, satisfied the treasurer's annual report is correct, shall sign a statement of that fact at the end of the report;
  • acting as chair of the budget committee; and
  • performing other delegated duties as assigned.

Vice President – Advocacy & Administration:

The Vice President of Advocacy and Administration acts as an aide to the president; shall in his/her designated order perform the duties of the president in the absence or inability of that officer to serve. S/he shall be responsible for overseeing the operational activities of the PTA, including:

  • providing the corresponding secretary with the information necessary to maintain a timeline and calendar of events;
  • supporting all PTA sponsored events; and,
  • performing other delegated duties as assigned.

 

Vice President – Programming:

The Vice President of Programming acts as an aide to the president; shall in their designated order perform the duties of the president in the absence or inability of that officer to serve. S/he shall be responsible for overseeing programs/activities of the PTA, including:

  • providing the corresponding secretary with the information necessary to maintain a timeline and calendar of events;
  • supporting all PTA sponsored events;
  • working with committee chairs to brainstorm, plan, execute and follow-up on all PTA activities that are not “fundraisers;” and,
  • performing other delegated duties as assigned.

 

Treasurer:

The Treasurer is to be familiar with the Money Matter section of the local, state and national PTA bylaws and keep an accurate and detailed account in the Treasurer’s book of all money received and paid out as conforms to the requirements of Article IV, Section 12 of the by laws:

  • be equally responsible, along with the Vice President of Finance, for the preparing and filing all necessary tax forms; shall have the accounts examined at the close of the fiscal year and upon change of Treasurer by an auditor or an auditing committee of not less than three persons, who, satisfied the Treasurer's annual report is correct, shall sign a statement of that fact at the end of the report;
  • submit a written report at regular meetings including: total balance on hand a beginning of the period covered by report, the separate amounts credited to the general fund, state fund, special funds (if any), receipts, disbursements, balance on hand in each fund, total balance on hand at the date of the report;
  • receive all money for all accounts;
  • deposit all money in bank approved by the executive board; Association funds shall not be deposited in the personal account of any member;
  • make disbursements as authorized by the president, executive board of this local PTA in accordance with the budget; all checks and vouchers are to be signed by two persons, the Treasurer and one other officer;
  • keep the record of the national and state portions of the membership dues; keep National PTA and state money separate from the record of the general funds;
  • forward to the state treasurer all money that belongs to the state and National PTAs;
  • ensure that each remittance is accompanied by a statement showing the name and location of the local PTA and the number of members;
  • cooperate with the membership chair and recording secretary in keeping an accurate list of members;
  • perform any other duties as outlined in the Money Matters section of the
    National PTA guidelines or as assigned.

 

Recording Secretary:

  • Records the minutes of all meetings;
  • Distributes printed copies of the minutes at monthly meeting;
  • E-mails copy of minutes to members on the Monday prior to monthly meeting;
  • Files all records;
  • Has a current copy of the bylaws;
  • Maintains a current membership list;
  • Maintains a current e-mail list of members;
  • Maintains an attendance list at meetings (brings name tags to meetings);
  • Acts as a custodian of all records (except those specifically assigned to others);
  • Keeps a file of all newsletters;
  • Performs other delegated duties as assigned.

 

Corresponding Secretary:

  • Conducts the correspondence of the association;
  • Notifies officers, committee members and delegates of their election;
  • Promptly sends to the state PTA office the names and addresses of newly elected officers and those officers serving a second term;
  • Sends out notices of executive board and other meetings (puts reminder in newsletters - PTA and school, sends email reminders, posts reminder in school lobby and on outside sign by Monday prior to monthly meeting);
  • Maintains a calendar of events and a timeline of flyer distribution, thank you notes, etc.;
  • Provides committees with assistance with flyer distribution, notifications and thank you notes if requested;
  • Acts as PR person notifying local press of events and assemblies;
  • Notifies local and state PTA of awards and commendations received as well as other events of note;
  • Maintains a file of all correspondence;
  • Maintains school sign and sign letters and post messages on sign;
  • Performs other delegated duties as assigned.
